Introduction
1. The Problem: Complexity as a Hidden Tax on Trade
Bangladesh's import and export procedures involve an average of 14 distinct document requirements, interactions with up to 9 separate government agencies, and physical inspection rates that remain among the highest in South Asia. At Benapole, Bangladesh's busiest land port, average import clearance times stand at 72 hours — compared to a regional benchmark of 18–24 hours for ports of comparable volume in India, Thailand, and Vietnam.
2. The Single Window Concept: What It Is and What It Is Not
A National Single Window (NSW) is a coordinated border management system that allows traders to submit all trade-related documentation through a single electronic portal, with the information shared automatically across all relevant government agencies. The World Trade Organization's Trade Facilitation Agreement (TFA), which Bangladesh ratified in 2016, commits member states to endeavour to establish or maintain a Single Window system.
